AndyBees. The EGR has an internal valve connected to the shiny diaphragm on top. The valve opens and closes allowing exhaust gases to inter the intake system based on ECU input relating to emissions. The valve has a SEAL to keep High Pressure air from the Turbo from escaping. The air from the Turbo contains some oil (very normal).
1. The crud (soot/oil mix) is either trapped under a valve which holds it open not allowing the piston to the top of the cylinder. 2. The crud could be on top of a piston. 3. The crud could be stuck to the cylinder head above the piston. In any of those circumstances the piston is kept from completing it's cycle to the top.
